Did you buy or sell a used car? Then you must carry out a transfer of ownership procedure that ensures the transfer of ownership from the seller to the new buyer.

Buyer

If you bought a car and have to carry out the transfer of ownership procedures, you have to take with you:

  • A valid Identity document
  • Social Security code
  • If not a European citizen, a Residency Permit
  • Chamber of commerce company registration (in case the buyer is a company)

Seller

If you have sold a car and have to carry out transfer of ownership procedures, you have to take with you:

Transfer of ownership

Motorbike

A transfer of ownership is mandatory after buying a scooter or a motorbike. With StevService’s help, before starting all the transfer of ownership paperwork, you can verify that the vehicle isn’t under administrative distrain.

Buyer
If you bought a car and have to carry out a transfer of ownership, you will need:

Transfer of ownership

Scooter

Did you buy or sell a used scooter? In this case the procedures to follow will be slightly different from car and motorbikes.

Scooters that come with an engine capacity lower than 50cc do not need a Digital or Physical Certificate of Property, are not registered in the P.A.R. (Public Automobile Register) and are accompanied, after the introduction of the Personal License Plate in 2012, by a Circulation Certificate which contains the owner’s personal data.

The Personal License Plate, signed on the Vehicle Circulation Certificate, cannot be autonomously shifted from one scooter to another without a specific request made by the account holder, and can be conducted only in cases of termination of circulation or if the aforementioned scooter is being sold.

Buyer already in possession of a suspended license plate

If you have bought a scooter and must carry out a transfer of ownership, you will need:

  • A Valid Identity Document
  • Copy of the Certificate of Suspension of the personal license plate
  • Circulation certificate or original Vehicle registration certificate of the scooter
  • Chamber of commerce company registration (only in case the buyer is a company)
  • Social Security Code of the legal representative or administrator (only in case the buyer is a company)

Buyer without Personal license plate

If you have bought a scooter but you don’t have a Personal License plate, you will need:

  • A Valid Identity Document
  • The Scooter’s compliance certificate received from the vendor or from the dealer.
  • Chamber of commerce company registration (only in case the buyer is a company)
  • Social Security Code of the legal representative or administrator (only in case the buyer is a company)

Seller

If you have sold a scooter and you have to carry out a transfer of ownership, you will need:

  • A Valid Identity Document
  • Original Copy of Scooter’s circulation certificate 
  • Chamber of commerce company registration (only in case the seller is a company)
  • Social Security Code of the legal representative or administrator (only in case the Seller is a company)

Inheritance

If you inherited a vehicle (Car, Motorbike, Scooter) a formal document which testifies the inheritance of the asset will be necessary followed by a proper transfer of ownership. Art. 2648 of the Italian Civil Code provides for the acceptance of inheritance only if contained in a public act or private agreement.

Therefore, if you inherited a vehicle, you have to bring the following documents with you:

  • Digital or physical Certificate of ownership
  • Original copy of Vehicle Registration certificate
  • Death Certificate
  • Substitutive heir certificate
  • A valid Identity document of the heir (or heirs)
  • Social Security Number of the deceased owner and of the heir (or heirs)
  • If not a European citizen, a Residency Permit

Unregistered Owner

Purchasing a vehicle from a person not registered in the P.A.R. (Public Automobile Register) is still possible in accordance with art.2688, only if the seller is in possession of a physical copy of the Certificate of Property or a non-transcribed deed of sale in his/her favor.

Inheritance

Inheritance Certificate

An Inheritance Certificate is a mandatory legal act by which the IRS is informed about the succession of the property of a deceased subject, in favor of his heirs, and helps determining the levy according to the law currently in force. This document must be submitted to the IRS no later than 12 months after the opening of the succession procedures in order not to incur in penalties.

Vehicle Registration or re-registration

Vehicle registration

Vehicle registration is a mandatory procedure that enables a vehicle road circulation. The first step envisages the assignment of a plate by the MCTC (Italian Department of Motor Vehicles) and it’s followed by the First subscription to the Public Automobile Register (P.A.R.). StevService, after acquiring the personal data of the owner of the vehicle that has to be registered, will issue:

  • License plates
  • Vehicle registration certificate
  • Receipt of Certificate of Ownership

Vehicle Registration or re-registration

Re-registration

Vehicle re-registration is a mandatory procedure that must be carried out in case of theft, loss, damage or destruction of your vehicle’s driving plate.

Theft, destruction or loss

In the case of theft, destruction or loss of one or both license plates, you must file a complaint to the competent authorities no later than 48 hours from the event. After filing the complaint, you may circulate freely using provisional plates for 15 days while waiting for your original plates to be eventually found. If the plates couldn’t be found, we will proceed with the re-registration paperwork at the MCTC (Italian Department of Motor Vehicles) and follow with the subscription Renewal to the P.A.R. (Public Automobile Register)

Required Documents:

  • A valid  license plate holder Identity Document 
  • License plate holder social security code
  • Chamber of commerce company registration (in case of legal entities)
  • Legal representative document (in case of a Company)
  • Original Vehicle Registration Document (and, in case of loss, a copy of the complaint)
  • Original copy of the Certificate of Ownership (and, in case of loss, a copy of the complaint)
  • License plate (if present)

Damage

If vehicle’s license plate is damaged, there is no need to file a complaint, you only need to give back the damaged license plates before receiving the new ones.

  • Legal representative document (in case of a Company)

Goods Transport License

Restricted goods vehicle transport license

In accordance with art.31 and ff. Law n°298/1974 of the Italian legislation, all heavy vehicles with a fully loaded GVM exceeding 6000kg and a payload equal or greater than 3000kg shall have a restricted Goods Transport License that must be necessarily requested at the district of competence.

Standard Goods Transport License

A Standard Goods Transport License, as disciplined by EU ruling (CE) 1071/2009, can be requested by:

  • individual enterprises
  • consortiums and cooperative societies
  • Companies

For all companies, cooperative societies or enterprises that wants to transport goods with vehicle with a GVM up to 1,5 tons, a registration to the National Road Transport Register is required. For all vehicles that exceed a GVM of 1,5 tons, the requirements to obtain a license are:

  • respectability
  • financial standing
  • professional qualification

Driving License documents

License Renewal

Every driving license must be renewed after it expires. The license expiration varies depending on the age of the holder:

  • Every 10 years until 50 years of age
  • every 5 years from 50 to 70 years of age
  • every 3 years from 70 to 80 years of age
  • every 2 years from 80 years of age and over.

After the DM 15 November 2013 came into force, all license renewals starting from January 2014 shall be electronically transmitted and also introduces the issuing of a new driver’s license that will be sent to the holder, or at the chosen office, in this case StevService.

In some particular cases, StevService will take care of the license renewal documents at the local medical commission that will confirm that the requirements for driving are completely met. At the end of the medical examination, a receipt will be issued to the license holder. This receipt will allow him, or her, to drive while waiting for his new license up to a maximum of 60 days.

All license renewal documents and paperwork, from the online registration to medical examination reservation, will be conducted by StevService.

Driving License copy

You may request a copy of the driving license only in case of theft, loss or if it is damaged or destroyed.

Theft or Loss

In the case of theft or loss of the driver’s license, the owner of the very same license shall file an official complaint to the police and, if the archives confirm that it is possible to create a copy of the license, a temporary driving permit will be issued that will be valid until the delivery of the duplicate.

Damage

In case the driver’s license were so damaged that the holder’s data would not be recognizable, the owner of the driving license shall proceed with a license renewal by presenting the following documents:

  • Original damaged driving license
  • A valid identity document
  • Social Security number
  • If not a European citizen, a Residency Permit
  • 3 passport photographs of which one must be authenticated at the city offices of the municipality of residence.

License Exchange

Every Foreigner citizen residing in Italy that owns of a non-Italian driving license, has a valid driving permit with a foreigner driving license for 12 months starting from the moment in which Italian residence is obtained, issued with a certified translation of the driver’s license. As the 12 months expire, the owner must necessarily proceed with the License exchange or must obtain a brand new one.

Exchanging a EU driving license

The procedure can be requested  by every owner of a driving license issued in a EU country or in the European Economic Area that has obtained a certified place of residence in Italy. All driving licenses issued by EU member or European Economic Area countries are equivalent to Italian driving licenses.

The holder of a EU driving license with expiration date as provided by EU rulings (art.7 paragraph 2 of directive 2006/126/CEE) may circulate regularly up to the expiration date.

At the end of its period of validity, foreign driving license exchange is mandatory at any DMV office. After the exchange, the foreign document will be retired and sent back to the issuing State. Exchange can be requested also before license expiration date.

In this case the driver obtains an Italian driving license with the very same expiration date of the foreign one or, if accompanied by a medical certificate of renewal, an Italian driving license with a new period of validity in accordance with Italian rulings on license expiration.

The holder of a EU driving license without an expiration date or with a longer expiration than that envisaged by EU rulings (art.7, paragraph 2 of directive 2006/126/CEE) must convert his foreign driving license after two years calculated from the moment in which a certified residence in Italy is obtained. This obligation also stands for anyone who, residing in Italy, must undergo a driving license review procedure. Any citizen holder of a driving license issued by a EU member state that obtains a residency in Italy must follow all the Italian provisions on license period of validity and medical check-up.

If the driving license has expired, you may present a conversion request by attaching a medical certificate and being aware that checking the ownership of the driving license may be necessary. A check on whether the license isn’t subject to any disciplinary order (suspended, retired or withdrawn) will also be conducted. If three years have passed since the license expiration, you must undergo a driving license renewal procedure. You cannot renew or exchange EU driving licenses obtained by conversion if the original document was issued by a Non-EU State with which no existing reciprocity condition, as foreseen by art. 136 of the Italian Traffic Code.

Non-EU driving license exchange.

Non-EU driving license holders may drive vehicles, as permitted by the license, for up to a year starting from the moment in which Italian residency is obtained.  After a year, to continue driving vehicles in Italy, driving license exchange procedure is mandatory. This will be possible if the State that issued the license has signed a reciprocity agreement with Italy.

  • Valid Identity Document

  • Original Driving license
  • 3 identical passport photos, of which 1 authenticated
  • Certified Translation of the driving document as required by some Foreign States.

P. A. R. registration report and DMV

P. A. R. registration report

Public Automobile Register registration report is a warmly advised procedure before buying a used vehicle and it’s a document that can be found in the P.A.R. (Public Automobile Register) archives that provides all necessary information on the owner of any registered vehicle.

You may request a Public Automobile Register registration report conducted on real basis, by presenting the license place of the vehicle in question, or it can be conducted on a name basis, which requests a registration report through one’s personal data.

Land Transport Department registration report

The Land Transport Department or DMV registration report is a document that can be found in the Public Automobile Register archives and contains information on the requested vehicle, such as:

  • Registration data
  • Vehicle technical data
  • Owner information
  • Homologation data
  • Engine technical data

To obtain a Land Transport Department or DMV registration report you need:

  • License Plate Number

Chamber of commerce company registration

Chamber of commerce company registration

A chamber of commerce company registration is a document issued by the Italian Chamber of Commerce containing a society or a company’s main personal, administrative and tax data.

Passport

Issuing and Renewal

A passport is a document issued to every Italian citizen under his request and is equivalent to an identity document for all intents and purposes.

Its expiration varies depending on the age of the requesting subject:

  • For minors from 0 to 3 years old (3 YEARS EXPIRY DATE)
  • For minors from 3 to 18 years old (5 YEARS EXPIRY DATE)
  • For adults (10 YEAR EXPIRY DATE)

On the expiry date, the Italian citizen must issue a Passport renewal request.

Documents required:

  • A valid identity document
  • Social Security Code
  • Old passport or a formal complaint (in case of renewal of loss) 
  • 2 passport photos
  • Declaration of consent (for passport issued for a minor) 
  • Identity documents of both parents (for passport issued for a minor)
